I grew up with the long-running joke «you’re only guilty if you get caught» – in reality, it’s become more and more evident that the truth is «you’re only guilty if you’re poor» – the rich just buy their way out of legal troubles – fines and penalties and tickets are nothing more than fees, something to be handled by the staff – so far, the best solution (at least until we evolve beyond barbarism) is fines based on income
