back when I vacationed on Big Island, I picked up a rental car to get around – and along with the other boilerplate, I got a list of areas where I wasn’t allowed to take the car – a couple of the side roads off Highway 11 heading to the south shore (combination of unimproved roads and lava flows) – and the access road from Highway 200 up to the top of Mauna Kea – a combination of the practical (unimproved road that climbs up to 4200 meters) and the societal (the road is an access road meant for staff and official visitors) – neither staff nor researchers nor indigenous Hawai‘ians want random unprepared tourists stomping around sacred grounds and scientific facilities
