the Commodore 64 was far enough back that we were still figuring out file formats and the like – Unix was obviously unified around “everything is a file” but the realm of 8-bit microcomputers was still a frontier – Commodore BASIC (over simplification) treated all files as a program, there were only vague ways to separate different formats (often focused around someone remembering to set the extension correctly) – thus image files were more often loaders, a program to load a chunk of data into a specific place in memory and then calling another program to view that chunk of data
